Microsoft reported that Microsoft Outlook was unavailable Thursday, October 1, 2020 from 2:00 am to 6:00 am.  Outlook on the web, Outlook.com, and Outlook on desktop and mobile were affected.  Microsoft reports the issue has been resolved.

On Tuesday, September 29th, 2020, from 10:15 a.m. until 5:36 p.m., some Exchange users experienced an issue with a sync of their email to a mobile device. Microsoft has resolved the issue.
